The Probate Court for the County in which she lives has jurisdiction over guardianships. If she is 25 and feels that she has proper capacity for the guardianship to be terminated then all she needs to do is write a letter to the Court and ask for a hearing to be set up for her to prove the facts to support that legal finding. She would then need to carefully plan what the best evidence would be to present to the Judge.
