no will and 4 greedy siblings

My mother passed and left no will, one sibling has filed for sole PR(she lives out of state), Police Dept says all 5 can enter the estate, can they remove valuables from the house

The estate should be preserved until the Court appoints the PR to administer it. Period. No heirs should remove valuables unless and until the PR (and the Judge) oversee that process. Otherwise there are bound to be disagreements and mistrust.
