I'm being garnished from an apartment complex from 2008, can this happen?

Judgments in Maryland are good for 12 years (counting from the date the court enters the judgment) and then can be renewed for another 12 years if the judgment creditor files to renew it.
A creditor cannot collect on an expired judgment if it wasn't renewed. You'd want to check the date of judgment. (For instance, is 2008 the year of tenancy, the year the case was started or the year the judgment was entered?).
Maryland protects a small amount of property from garnishment but the person being garnished needs to actively claim the exemption.
