Can I file chapter 7 bankruptcy on a debt owed to a bails bondsman? Even if a monthly repayment plan has to be set. I don't want them to be able to garnish too much of my wages.

Yes - there is nothing about a bondsman's claim that would make it non-dischargeable per se, but as with every claim, there may be circumstances that might affect dischargeability.
