Can I keep my home and car if I file chapter 7, and still owe on both ?

It depends, but if you owe anything near the value of the assets, probably the answer is yes. I practice bankruptcy law in MD, VA, and DC, so feel free to call if you have further questions. In any event, please get a lawyer, as bankruptcy law can be complicated and it is very risky to file without proper legal advice and representation.
