Can I file bankruptcy on a debt owed to a college, that is not a student loan, but rather an account receivable with the college?

Depending on what it's for, it may well be dischargeable in bankruptcy. You need to have an experienced bankruptcy lawyer look at all of the facts, as this can be a tricky area.
