when is a party held to answer for not having investigated the truth of a complaint that the party has verified to the court as true and accuracte?

There are court rules which authorize a judge to award attorneys fees when a complaint is filed without any good faith belief in its accuracy. From experience, it is a pretty high burden to convince a judge to enforce this rule.
