Bogus invoice

My neighborhood has a VOLUNTARY civic association. It is not required by law or covenant to join. (We built the house in the neighborhood 4 years ago) Two years ago when it was formed (without a proper vote), we opted not to join (as did about 50% of the neighborhood)for many reasons--mismanagement of funds, inability to uphold covenants, etc. We recently received an invoice for the dues. Isn't it illegal to send someone an invoice for something they do not owe? It was not an invitation to join, but an actual invoice. I am concerned that this is a tricky way of getting money out of some of our unsuspecting neighbors who might have just bought houses and may not know that this is voluntary. If it is illegal to do this, what section of the law can I refer to in order to support this?

Just ignore it. The association is hoping you'll join by paying the invoice.
