What is the best way to do business with Nigeria's government?

What is the best way to do business with Nigeria's government for a large contract?

What is a safe way to receive payment from a Nigerian government?

Details of contract:

2 million plain white female fitted T-shirts subcontracted and shipped to Nigeria within 8-12 months from the US.

I am providing free shipping to Nigeria.

Cost to Nigeria government 21 million for the total contract.

5% will go to Nigeria's Commissioner.

The rest of the payment will go to my company and the subcontractors company.

Nigeria's government is requesting a lawyer to respond by sending there contract signed my myself and a US law agency drawn up between my company and there Nigerian government. The subcontractor are excluded from the contract.

Nigeria's government is requesting to send a payment of 21 million bank wire transfer to my bank account. I dont know if this would be the best way to receive a payment.

Please help.

Almost every day I get an email solicitation from someone from Nigeria pretending to be a legitimate business person with some too good to be true proposal. What it really is is a scam to get you to send advance funds, or perhaps in your case to ship goods, before you are assured payment. They may even send what appears on its face to be a bank check, but it's probably a phony.

I strongly advise you not to part with anything of value until your bank verifies that the payment they propose to send is in your account and cleared by the issuing bank.
