when buying a used car is there a cooling off period in which a car can be returned

As a Franchise Attorney I can say this. There is no cooling off period for buying a used car, unless this is provided for in the contract. I'd very surprised to see a cooling off period in the contract. Used car (and new car) dealers don't operate this way. Consult with a good business or franchise attorney in your area for specific advice.
