Legal Question in Business Law in Maryland
entered into a contract for a job that stated that i would receive a 3000 base pay as well as commissions for each sale that I made every month for the lenth of the contract which is one year. We both sign the contract and I begin work. Throughout the month I would give an update to him stating how I could inprove from the previous week and how good of a job I was doing. He always told me that I was doing great. One month passed and I was to be reviewed for the month and the my review went very well. When I asked he about my check details he said I wasnt going to be paid because he didnt have the money to pay me. The contract said I would be getting a base pay. can i sue

Quite possibly yes. Maryland law has certain requirements for wage payment. At the outset an attorney would need to determine whether you were truly an employee or were instead an independent contractor (the facts aren't quite clear). If an employee, then the wage/hour laws apply; if an independent contractor a claim would be based on breach of contract.
You are welcome to contact my firm during normal business hours to arrange a no-cost phone consult of up to 10 min, or contact another Maryland attorney of your choosing. While I hope the general information above helps, it is not legal advice and does not create any attorney-client relationship. The facts of your particular situation may affect how the law applies to you.
