if i give 3 months advance notice of a resignation to my company, can they instead lay me off on the spot without severance? i am in maryland

Yes. Assuming you were an at-will employee (not under a contract term), the employer can let go at any time. There is no law requiring severance pay - that is up to the specific policies of a particular employer.
