Legal Question in Business Law in Maryland

I recently (1/4/10) started a vending machine business and paid a fee to a location company ($300) to locate placement for my machines. It is April 5, 4 months later and they still have not placed my final machine. I have asked for my money back but they will not issue a refund without charging me 25% fee. I call them and leave messages and they do not return my phone calls. What can I do and who do I need to contact to get my money back? They are located in Chicago and I am located outside of Baltimore.

From your question it sounds like they placed all but one of your machines, so they have performed partially on the contract. Maybe you misstated the facts, and meant to say they haven't placed your first machine. If there was a written agreement with them, you should consult the terms of that agreement to determine your rights. Since they are in Chicago, you would probably have to pursue them in IL unless they are registered to do business in MD, and given the amount involved it probably isn't worth your while.
