rentals

I own a tool rental company. I am having alot of problems with people not returning my equipment. I cannot have them arrested for some reason. it has to go to civil court. Is there other recourse I can take. By the time I go to court the property is either already sold, or the person is gone. I need faster action

You should be getting a substantial deposit sufficient to cover the cost of replacing any unreturned equipment. Require your customers to give you credit card information and have them sign a cc slip, which will be returned to them upon return of the equipment in good condition. If you could prove that someone "rented" the equipment with intent to keep or sell it, that would be a criminal violation, but that's hard to prove so usually the state's attorney is reluctant or unwilling to prosecute it as a crime.
