Can you protect a name for a

restaurant that you are planning to

open in the near future?

Yes, you can file an intent-to-use application for a federal trademark registration. That will hold the mark for you until you actually open for business. We handle trademark registration matters, so let me know if you want legal representation in doing this.

Yes. There are two ways to do it. File an intent to use trademark registration with the United States Patent and Trademark Office. But to do this, the trademark must be used in interstate commerce (not in just one state). Intent to use registrations are for 6 months. They can be renewed for up to 2 years.

Also, you can file a corporate name reservation with your state. But this does not necessarily give you any trademark law rights.
