You have to fill out the complaint form for the District Court of Maryland, which you can obtain at www.courts.state.md.us/district/dctcivforms.html. You then take it to the civil clerk's office at the District Court in the county where you want to file the case. This should be where the defendant lives or works, but if he/she is out of state, just do it in your county. If you have trouble filling out the complaint form, the clerk might help you. There will be a small filing fee. Once the clerk issues a summons, you have to serve it and the complaint on the defendant, either by certified mail with return receipt, or by a process server. You can also pay $40 to have the sheriff serve the defendant, but a private process server will get the job done more quickly. You can have anyone over 18 serve the papers, except yourself. There are professionals who do this if you don't want to ask someone you know.
