Hire a Maryland lawyer. He can send a demand letter to the debtor and negotiate a settlement. If the other party is not willing to pay what they owe (at once, in the form of a payment plan, or otherwise), you will need to sue to get your money back.

The other attorney is right on point. You need to get ready to file a lawsuit if a demand letter does not produce results. Consult with an attorney in your area for specifics.
