Legal Question in Business Law in Maryland

I am starting a business in Maryland. I already have my trade name, EIN and Sales and Tax Id. I have been doing what I was told to do for the process. However, I keep getting the run around. I have been told I wasn't suppose to come to this place before I went somewhere else. When the previous government worker I have obtained information from sent me exactly to them. I Need Help!!! I have had my EIN and Sales and Tax Id since May and I already have to send comptroller information and I have not obtained a license to serve any food. I have not been making any money. HELP!!!!
