Since Washington D.C. is not a "state", can a D.C. resident file suit against the resident of a state, say in Maryland?

Yes, a District of Columbia resident may file a lawsuit against the resident of any other State. This applies in both State and Federal civil cases. Best of luck.

D.C. residents can file suit just like anyone else. Whether this particular lawsuit can be filed in D.C. and/or Maryland will depend upon the facts and the type of claims it is making. The same is true of whether the case can be filed in state and/or federal court.
