Can an employer force an employee to take leave without pay versus using their accrued sick leave because they (the employer) doesn't agree with a doctors assessment?

It sounds suspicious to me, especially because most company sick leave policies do not require a doctor's note unless a certain number of leave days are taken (e.g., out for 3 or more consecutive days).
