Legal Question in Civil Rights Law in Maryland
Can I file a civil lawsuit against someone. They took a bunch of personal papers, camera, medical id bracelet, etc. and they have not returned it. There is a warrant out for their arrest. I do not work and am on social security with a very set amount. Can you help Thank you.

A person can sue for either the return of the property or for the monetary value of the stuff that was taken. The process starts with filing a civil complaint. If the sum is under $5,000 this can be handled as a "small claim" in District Court. If it is between $5,000 and $30,000 it can be filed in either District or Circuit Court but District Court cases involve a lower filing fee.
