Legal Question in Civil Rights Law in Maryland

How can a mall be allowed to tell the public that they have to remove and veil or mask if there are no laws in our country that ban this. What if it's medical religious or a costume that was worn for a store in their mall. There are no such postings in or around the mall. Isn't this dicrimination or going against the constitution rights of an individual or a group?

If the mall is privately owned, the question is whether there is a constitutional basis for the protection of free expression on private property. Does the wearing of a veil or mask in the mall constitute peaceful political activity in a quasi-public place? Should a company be able to exclude those who conceal their identities from their property to protect themselves and the public from crime? Does it make a difference if the person conceals their identity for a medical or religious purpose, and how can we tell the difference? This is a complicated issue that has been and will continue to be debated among state legislatures and courts.
