Judicial Decision Faults

A court in Washington D.C. Made a official written court rulling to all parties 30 days ago regarding a payment of a debt owed a US Citizen (palintiff) by the Government (defendant) for the full payment by the defendant at the end of those 30 days. Upon the due date the Court judges denied the plaintiff the payment even though it was a written and witness decision without reason or definition of the reversal of the written decision denying the just and court decided award to the plaintiff. What penalty or process may the plaintiff use to punish the court and receive his due monies.
