does maryland law recognize pay-if paid provisions of subcontracts with general contractors in the improvement of non-residential buildings?

The answer is "it depends." It depends on the language of the Pay-If Paid clause in the subcontracts. You may consider hiring a Maryland attorney to review the subcontracts and give you an opinion as to whether they believe the Pay-If Paid clauses would be enforced by a Maryland Court.
