Fraud? Misrepresentation? What to do?

I recently purchased a product online through a company in Bel Air, Maryland. This was back on January 5th. The problem is that I have yet to receive the goods I ordered and the company I ordered from will not respond to my emails. Actually, out of 15 emails I have sent them asking for my money back they have replied twice, but side stepped the issue asking for more information. I send them information, but still they don't refund my money. What can I do? I am in California and they are in Maryland. Can anything be done?

P.S. The money is not a real issue, but it's the fact that the item purchased is for my 9 year old daughter.

Call your credit card company up and dispute the charges. If you paid by credit card and report that fraud may be involved, your credit card company will take action. Nonetheless, you may want to couple this action with one or more of the following:

Report the company to the Maryland Attorney General's office.http://www.oag.state.md.us/Consumer/ or call them at Consumer Hotline:

(410) 528-8662 or 1 (888) 743-0023 toll-free. The Maryland Attorney General provides mediation services. Given distance and cost, this may not be a good choice for you.

Report the company to the Federal Trade Commission at www.ftc.gov and follow the link to make a complaint on-line. Or try this link https://rn.ftc.gov/dod/wsolcq$.startup?Z_ORG_CODE=PU01. You are looking for FTC Consumer Complaint Form, OMB Form # 3084-0047.

Or, research your issue under http://www.ftc.gov/ftc/consumer.htm. There is a specific section for e-commerce.

Make a complaint to the Better Business Bureau by trying http://www.bbb.org/

The business may have a charter in Maryland, if so, make a complaint to the Maryland Department of Assessments and Taxation, try http://www.dat.state.md.us/

Consider reporting them in California as well since the company may then be listed at the discretion of the California State's Attorney and thereby assist others in not dealing such a disreputable company.

Consider filing a small claim in Maryland against them.

If you are really sure they have not responded within the time you contracted for, plus a few days extra to allow for slow mail, you can take the steps suggested in the other attorney's response. I am located in Harford County, 15 minutes from Bel Air, and perhaps could help.
