Legal Question in Consumer Law in Maryland

I brought my car in to get a trasmission leak fixed and oil change got talked into paying $150 bucks worth of extra work that wasnt needed ,left with the same transmission leak plus now I have a MAJOR oil leak thats gonna need about $1500 worth of work done. I keep leaving messages on the owners voice mail but he has not returned any of my calls. So who should I contact about getting this matter resolved immediatly.....
