Is there a law on special events
If a special event is ruined, can you sue to get your money back for the event?

The matter is probably one of contract law. The terms of the contract will
likely determine the outcome. Where there are no provisions for "rain dates" then typically a court
will not construe one. It also depends on whether you have a right in contract or merely as a license holder.
In the latter case, little remedy can be obtained since the the licensor usually reserves the right to revoke a license at will. Licenses typically apply to amusement parks and other similar events.
Without the contract and a factual basis for your question, little else can be said. Obviously, if you hold a license you have less remedial options.
