is it illegal in the state of maryland to take someone's photo, out in public, without their permission and use it as a screen saver on one's computer or use for private use?

It is not iilegal to take the picture of someone in public, unless it is done in a repeated or harassing manner, like papparazzi that flocked around Jackie Onassis. By going out into the public you give up a little bit of your privacy to be seen, including allowing your picture be taken. What they do with it determines separately if their next act could invade your privacy. If they used your picture or likeness for commercial use or profit without your permission, that would likely be an invasion of privacy. Just using it on one computer and not for profit probably would not be an invasion of privacy. The standard is, is the conduct you are complaining of likely to be objectionable to a reasonable person.
