Your HOA Declaration should address how to challenge/appeal your HOA fees and the process for garnishing your personal bank account for failure to pay. If you do not have a copy of your Declaration, ask a member of the HOA Board of Directors, or an HOA officer (like the President, Vice President, etc.) for a copy. The Declaration can also be found in your county land records.
