What is the statue of limitations on a open judgement in regard to a debt incurred by a traffic accident which happen 13 years ago.

The judgment itself is void for collection after 12 years. You may be able to renew the judgment.

In MD a judgment is good for 12 years, and can be renewed upon request of the judgment creditor.
