Can a collection attorney charge a fee of $190 to collect 6 months HOA fees of $250 - would not accept payment alone of HOA fees

It depends on what your HOA Declaration says, but yes, in all likelihood, the lawyer can charge you for having to chase you around to collect the $250. You are asking the wrong people (lawyers!) to sympathize with the fact that you don't want to pay a lawyer. That lawyer's BUSINESS is collecting HOA dues. Should he not be paid for his work? Should the HOA be required to pay for his work to chase YOU around? It's your debt. You should pay it.
