What does it mean when a debt is ''decertified''?

I live in Germany, have an address in Florida and I have questions about laws of collection in MD. State of Maryland Central Collections Unit told me that a Tax Refund Intercept (TRIP) would be used to collect a college debt. There was a hearing at State of MD Office of Administrative Hearings and the Central Collections Unit withdrew the disposition and I was informed that the ''Debt has been decertified from tax refund intercept program'' What does this mean exactly? When a debt is 'decertified' can it still be collected and in what way?

The debt can still be collected through other more traditional means (wage and account garnishment, property levy, etc.). It is highly unlikely, unless the debt is very large, that any creditor will pursue the debt in Germany; if you have assets in Florida, that would be more likely.
