Legal Question in Credit and Debt Law in Maryland

Debt

Someone told me that Maryland was a right to pay state. I was told that means you can pay something on a debt like (10.00), and if the company refuses the payment then the debt is cancel. Is that true.

This is nonsense. You satisfy the debt by paying the debt in full, no more, no less.
