Am i entitled to my funds back?
I gave my roommate cash funds for a bill of mine to be paid he called and paid it over the phone. We had a disagreement and over 30 days later he called and told his credit card that he not authorize the use of his card and the funds where refunded to him. Do i have a legal right to pursue him for the return of my funds?

You are. I am assuming that this is a small claim (under $5,000), so you should pursue it in District Court if you wish to. Keep in mind that, from the information which you provided, your roommate will undoubtedly testify that you did not give him the funds and that he did not authorize the charge. I expect that all you will have to counter that is your testimony to the contrary. That may be enough to prevail, but the judge will be determining who to believe based upon a few minutes of testimony from each of you.
