Garnishment of wages for a past due debt

I am past due on several debts and one of them threatened to garnish my wages up to 25%. Can they do that if I am willing to make payments?

Yes, if they have a judgment they can garnish whether or not you are willing to make payments. No one can force a creditor to accept partial payments. However, an offer of payments similar to what they could get by garnishing might be acceptable (but it's up to them).
