Can a house that is not paid off and have a levy put against it be auctioned off for sale?

Yes. However, any lienholder who forecloses needs to make sure that earlier "priority" liens get paid off first. So if for example someone had a purchase mortgage and then another lien against the same property, the second lienholder could force a sale but they'd have to pay off the purchase mortgage first.
