What are the governing private investigators in obtaining credit checks on a suspect

I do not do a lot in this area of law, but I believe that anyone doing credit checks would be subject to the federal Fair Credit Reporting Act. A search under the name of the Act should lead you to a number of references. Other laws besides the FCRA may apply as well.
