what is the procedure for taking a daughter to court for not payment on a student loan?
I've tried contact with her to no avail.
talking with sallie-mae getting nowhere as long as someone is making payment there happy

I assume you were the guarantor on her student loan.
You can file suit in the county where she lives.
You should bring the note that she signed for the obligation and all evidence of each payment you made. Depending on the amount of payments you've already paid, you may be able to sue her in small claims court (District Court).
Once you obtain a judgment, you'll still have to take steps to satisfy the judgment through wage garnishments and asset liens (including bank accounts).
