Small claims suit in 2 different states

I purchased an item on ebay and made an instant payment with Paypal. The seller said he shipped the item but I never received it. He said he would send another copy. Still did not recieve anything and will not answer e-mails from me. I have tried going through ebay and paypal but have gotten no resolution. Is it possible to sue someone in small claims court in another state? The seller lives in Maryland and I live in Arizona.

Sure, but you would have to come to MD for the trial (if contested).
