Interrogatories are written questions that must be answered under oath and are designed to discover factual and legal issues specific to your particular case and to prepare a case for settlement / trial. The type of questions vary with the type of case (you would ask different questions in a contract case than you would in say an automobile accident case). While answering the questions is mandatory, a party is not required to ask questions of the other side.

You may want to consider hiring an attorney to help you with discovery (perhaps even in a limited capacity if you feel comfortable handling the rest of the case yourself). While this post is not legal advice I hope it helps clarify why interrogatories are used.
