arraignment in circuit court
Is it at all possible that at an arraignment that a judge could decide to drop the case and have it not go any further? This matter concerns a juvenile and it is his first offense.

NO, the arraignment or of counsel hearing is a reading of the charges and the rights of the child to have an attorney.
