Legal Question in Criminal Law in Maryland

In Baltimore riots started up due to the Freddie Gray death. Several businesses were destroyed and lots of personal property was destroyed. During the riots many arrests were made. people who were arrested destroying property and causing damage. In the end, most of the rioters were released and no charges were filed. Does this mean that insurance on property and homes and businesses are exempt from paying on any claims made since all parties causing damage were released they are also free from civil loss law suits as well?

No. Whether the insurers must pay has nothing to do with whether the suspects were ID'd, arrested, or prosecuted.
