Legal Question in Criminal Law in Maryland

My brother was in a domestic altercation with his ex-girlfriend & he called the police in fear that her cousin was trying to harm him. When the cops arrived @ the scene, they aggressed him & he feared police brutality & ran for safety in his home, upon closing the door, a cop put his foot in the door & charged him with assault on a police officer. Can he beat the charge? If so, how?
