Can charges be dropped?
Can charges be dropped, if a case is picked up by the state, but the victims decide to come fourth to drop charges against one of two parties involved in the incident?

It is possible, but will depend on the situation. In some cases, the State will never be willing to drop the charges, and will hold the victims to their statements they made to the police. You should have an attorney in court to facilitate the best possible result, whether dismissal or trial.
