Re: court jurisdictions
The federal district courts in have jurisdiction of all federal offenses (meaning offenses enumerated in the laws of the United States) committed in Maryland, as well as all other offenses committed while on federal property in Maryland, such as the BW Parkway, NIH, NIST, NASA, Ft. Meade, Andrews AFB, etc. etc. The circuit courts are intermediate appeals courts. For instance, the 4th Circuit has jurisdiction over appeals from the Districts of Maryland, VA, WV, NC, and SC.
There are also other jurisdictions of these courts for particular types of cases, and if you have a specific question please provide more details.
