Legal Question in Criminal Law in Maryland

i was charged with manufactering/distribution in baltimore county. there was a CI from a different county. A buy was set up in the middle of march 08 in cecil county MD, but was never called a controlled buy. That was used to start an investigation. On april 1rst 08 I was arrested due to a warrant and then tried jan 21rst 09. I recieved 6mnths home detention and 18mnths probation. On jan 23rd 09 cecil county decided to press charges for the alledged buy in the middle of march 08 and conspiracy. Is this legal? the alledged buy was their reasoning behind the initial investigation.

You can be convicted of different incidents of drug sales or pwid. Just because the cecil county buy caused the investigation which led to a conviction on a totally different incident, i dont think that necessarily means that you coulndt be charged also in cecil county with the first incident. I would need more specific details.
