I the plantif admits that they are going to drop the charge to a witness for the defense, dose that hold in court?

No. The plaintiff is the State. I assume you are referring to the complaining party (victim). He or she may wish to drop the charge, but statements made outside of court regarding an intention have no impact on the case.
