does a felon always have to admit their felony conviction when filling out an aplication .

An untruthful answer to a question on an employment application could result in (at least) being fired for cause from the job, and under some circumstances (for example, certain government employment) could also result in your being prosecuted for perjury.
On the other hand, if the conviction has been expunged, you may not be required to disclose it. You can consult an attorney as to what convictions can be expunged and how to go about the process.
