If my friend has 4 cnts of 1st deg assault, 4 cnts of 2nd deg assault, Rec and dangerment, and int to harm with a shotgun charge, but they have no gun and the people who called the police don't want anything else to do with it and they are not going to show up for court. One of 4 things:
1)You have a good lawyer who has prepared the case and he gets out of jail if there are no witnesses;
2) You have no lawyer and he gets screwed;
3) You are wrong and the State is able to intimidate the victims so that they show up in court and testify;
4) Anywhere in between.

The State will subpoena the people that called the police and they will have to appear. The victims do not own the case, the State does. They will go forward as they see fit.
