What are the requirements to be considered legally insane?

Complicated. If not competent you may not be tried. If dangerous you may be held until you become competent or are no longer a danger. If not criminally responsible but competent and not dangerous a not guilty. All this must be set in motion by an attorney or the Court and the Court will probably will not even address the issues unless and until a medical expert opines that the person is not competent or not responsible.
